What's the Good Neighbor Program?
The goal of the Good Neighbor Program is to reduce the problem of at-large dogs in Watertown. We do this by:
Understand the Risks
Helping people understand the safety risks and negative impact of At-Large dogs who approach pedestrians and on-leash dogs. Pick up one of our fliers or look for us at the next public event.

Make the CallEncouraging all Watertown residents to call the police department non-emergency number (920-261-6660) when they see any At-Large dog. Any dog can bite, and safety is everyone's responsibility.

Pawsitive Reinforcement
Rewarding dog guardians who are considerate of others by walking their dogs on-leash. Considerate dog guardians receive coupons donated by local businesses.

What Is An At-Large Dog?
According to Watertown ordinance: No person shall allow any animal under his possession or control to run at large within the City. "Running at large" means the presence of an animal at any place, except upon the premises of the owner, without being secured with a leash, rope, chain or other tethering device, and under the control of a person physically able to control the animal.

ExceptionsDogs are not At-Large if they are inside the fence at Boomer Street Dog Park. Dogs visiting Boomer Street outside the fence and on all other dog walking trails must be kept on-leash.
